Bihar Institute of Public Administration and Rural Development (BIPARD) and Indian Railway Finance Corporation (IRFC), a Navratna PSU under the Ministry of Railways, today launched an important partnership. A Memorandum of Understanding (MoA) was signed between the two institutions at the event held at the Old Secretariat. Under this, IRFC will provide Rs 10 crore through its CSR fund. Purpose of this cooperation Bihar To provide employment-oriented and skill training as per global standards to the youth of deprived sections of the society.
BIPARD Skill Park was established with six industry-based courses—SAP Certification, CCNA Networking, Geriatric Caregiver, Fashion Design, Kamis (Chef), and Baking Technician. The Skill Park has made remarkable progress since the inception of these programs on 14 April 2025.
Communication was also done with students
The academic building of the Skill Park was inaugurated on 1 May 2025 and soon after, the National Skill Meet was organized in which NITI Aayog CEO B.V.R. Industry experts from across the country including Subramaniam participated. He also interacted with the students undergoing training. So far 585 candidates have been nominated, out of which 515 have completed the training and 98 youth have got employment.
This first and state-of-the-art BIPARD Skill Park in Bihar is equipped with state-of-the-art facilities like technology-enabled classrooms, licensed SAP servers, specialized laboratories, foreign language training. BIPARD provides free accommodation, food, uniform and training kit to all the trainees. There is also a provision to ensure global certification, AI and data analytics modules, and at least three employment opportunities for each trainee.
Initiative towards skilled workforce
Senior officials of IRFC said that this partnership is a major step towards creating a skilled workforce as per the future requirement in Bihar, which is important for the state to create a globally competitive talent pool by 2047.
Director General of BIPARD, Dr. B. Expressing his gratitude towards the CSR support of IRFC, Rajender said that this support will further strengthen the training facilities, increase in placements, and will make it possible to connect more and more youth with the skill park.
