
Under the process of Special Intensive Revision (SIR), in nine states and three union territories of the country, Block Level Officers (BLOs) are distributing Emuneration Forms door-to-door and then after filling the forms of voters, they are collecting them, digitizing them and submitting them, but in many areas, complaints are being received that BLOs are not coming home. In such a situation, do not worry, you can also submit the online Emunaration Form yourself. The method of submitting the form is very easy.
On the website of Election Commission Emuneration Form Available and the entire digital process is being directly operated by the Election Commission (ECI). Like offline, voters do not need to download or upload any document to submit the form.
Submit the form on ECI website or ECINET app
Voters can simply submit the form by accessing a dedicated link on the website of the ECI or CEO of the concerned State or fill in their details and submit using the ECINET app.
The digital submission process is completely user-friendly and designed so that you can submit the form without any hassle.

Voters can fill the form by visiting the Services tab of the Voters Portal. A dedicated option for the SIR enumeration form is clearly shown here. By choosing this, voters can submit their details online and get their name submitted for the voter list without any physical paperwork.
How to fill SIR form online?
To fill the enumeration form, the voter will have to login to the Voters Service Portal (voters.eci.gov.in). After logging in to the Voters Service Portal, you will have to click on the option of “Fill Enumeration Form”.
After the voter selects the state and enters his EPIC (2025) number, the portal automatically collects the elector’s information. The login process ends when an OTP is received on the mobile number associated with it. This process ends after receiving OTV in your registered mobile number.
The voter has three options to choose from: whether their name was in the previous SIR roll, whether their parents were named, or neither. Based on this option, the portal either shows the previous SIR information of the voter or asks for necessary data from the voter for verification.
Epic card must be linked to mobile number
After this check is over, the online system creates a preview of the filled enumeration form, through which voters can check their entries. The last stage is Aadhaar verification, after which a statement is given confirming that the given data is correct.
The Election Commission has said that only voters can fill the online SIR form for themselves, because it requires an Aadhaar based e-signature. The voter cannot fill the form for anyone else.

According to the Election Commission, if you are submitting the online form, your mobile number linked to EPIC should be active for OTP verification, and the name on EPIC (2025) should exactly match with the Aadhaar e-sign tool. According to the Election Commission, if the voter’s mobile number is not linked to EPIC, then it will have to be updated by submitting Form 8. This process will be completed after the mobile number is linked to the Epic Card.
How to fill and submit SIR enumeration form online
- Go to voters.eci.gov.in.
- Click on Fill Enumeration Form
- Enter mobile/EPIC number.
- Select your state and enter EPIC number.
- Your electoral data will be visible, check it.
- Before filling the enumeration form, EPIC needs to be linked to your mobile number.
- If it was not already linked, Form-8 will have to be submitted.
- It will be necessary to link mobile number with EPIC.
- For that go to Correction of Entries in Existing Electoral Roll link.
- Click on the option of mobile number only in Form-8.
- After that your EPIC mobile number will be linked.
- After that you will have to log in again.
- Fill out the enumeration form, which includes the previous SIR information.
- Submit through Aadhaar-based e-sign.
- To submit the e-sign and enumeration form, the existing name has to be matched as per EPIC and Aadhaar data.
Know how to download voter list
- Go to the website of the Election Commission and when the window opens, you will see an option written “PDF E-Roll”.
- After clicking on the link, a page containing the link to the electoral roll of the state will appear. Click on the state where you are registered as a voter.
- Click on the state where you live. You will see a list of districts falling under that state. Click on the district in which you live.
- After entering the name of the district, you will be given a list of constituency names on the page. Click on the name of the constituency from where you are registered to vote.
- You will see a list of polling stations associated with that constituency. Select the ‘Final Roll’ option next to your polling station.
- You can also see your name in the voter list by filling the details of your EPIC card. You will need your EPIC number for the search.
- After that there is also an option to download the voter list. You can download it.
