The winter session of Parliament has started. There was a lot of commotion on its first day. The echo of ‘drama’ and ‘delivery’ emanating from here is viral in the entire country. PM Modi used these words to give advice which started pricking the opposition like a thorn. A reply also came from the opposition. Overall, there was a lot of discussion on four issues inside and outside on the first day of the winter session.
First, PM Modi’s advice to the opposition and the opposition’s uproar on SIR. Second, Mallikarjun Kharge vs Kiren Rijiju on Jagdeep Dhankhar in Rajya Sabha. Thirdly, there was discussion about dogs outside the Parliament and biters inside the Parliament. At number four, there is news for those people who have the habit of consuming tobacco, this habit is now going to be expensive.
Just before the start of the meeting on the first day of the session, PM Modi spoke to the media outside the Parliament House. He said three big things in his 10-minute address. Number one- There should be delivery, not drama in Parliament. Number two – the opposition should focus on policy, not on slogans and number three – the opposition should raise strong issues in the House.

Talk about giving bonus tips to the opposition
Apart from this, the PM also talked about giving bonus tips to the opposition. Outside the House itself, he added salt to the wounds of the opposition’s defeat. When the PM advised the opposition parties not to create drama, the opposition started the Parliament session today with uproarious action. The opposition is very angry on the issue of SIR. He is accusing the government of stealing votes in the name of SIR.
There was uproar in both the houses today on the issue of death of BLO along with SIR. However, apart from these uproar, the opposition is hurt by the word drama used by Prime Minister Modi. For this they organized and protested. There was no less commotion in the Rajya Sabha today. The proceedings started from today in the presence of the new Chairman.

PM Modi was also present in the House on this occasion. Meanwhile, Leader of Opposition Mallikarjun Kharge stood up. While making his point, he mentioned the sudden resignation of former Chairman Jagdeep Dhankhar. What happened next, noise of slogans started being heard in Rajya Sabha. Despite the uproar, Kharge did not stop. He said to the new Chairman, I hope you will not mind. Your previous chairman suddenly resigned. It is sad that the House did not get a chance to bid him farewell.
Today you are giving knowledge: Kiren Rijiju
This was immediately answered by the government. Union Minister Kiren Rijiju said that Congress leaders have forgotten the way they insulted the former chairman. Today you are giving knowledge. Today there was a debate going on throughout the day regarding a street dog. Congress MP Renuka Chaudhary reached Parliament House with a dog in her car.
She herself was sitting on the front seat, with a small dog in her lap. When the journalists tried to talk to him, he showed his dog and said – What is the problem if the dumb animal comes inside? It doesn’t bite anyone. There are other reapers who are inside the Parliament. BJP raised questions on bringing the animal into the high security zone like this.

Party MPs said that Parliament is for discussing serious issues and not for bringing animals. BJP is demanding action against him. On this Renuka Choudhary said that people of BJP create issues without talking. He was injured on the road, I brought him. Apart from these commotions, some work was also done. Finance Minister Nirmala Sitharaman introduced two important bills in the Lok Sabha.
Cess will be imposed on products like pan masala
Both the bills are related to the new tax regime on products on which GST compensation cess is currently levied – such as cigarettes, tobacco and pan masala. Finance Minister introduced Health Protection and National Security Cess Bill, 2025. The new cess will be imposed on products that are considered to pose a risk to national security and public health. This cess will be imposed on products like pan masala.
Currently, 28 percent GST is levied on harmful products like tobacco and pan masala. After the abolition of compensation cess, 40 percent GST and excise duty will be levied on the sale of tobacco and related products. Whereas 40 percent GST and health protection and national security cess will also be imposed on Pan Masala. This means that this habit is going to be costly for those who consume tobacco.
